This is a quiet, protected bay with free DNR moorings north of Dewey on Culebra's western side. The snorkeling isn't too bad in the anchorage.  The water is clear and pretty. There are several more moorings around the point to the north, some are set aside as dive only moorings and others for longer tie-ups. There is more swell up there though so it could be best to overnight at Bahia Tamarindo. There are more moorings dotted south of here also. If you find that you've picked up some houseflies while moored here, its because the garbage tip is just upwind from you!
