This is a nice, popular spot to be when you first arrive in Culebra if too late in the day to check in. Proceed up the channel to Ensenada Honda but bear off to port after buoys 9 and 10 and hook around the reef. There are DNR moorings to pick up. They say "Day Use Only" but everyone stays on them overnight.  Be aware though that some moorings are in shallow water for small boats. The barrier reef protects you but you still get a nice breeze.  You can do some shallow snorkeling from here and even explore the small cut that is just south of the mooring area. It is the shallow boat entrance to Dakity. We saw eagle rays there.
